He insists on a comprehensive environmental review of the plan, expressing concerns about the potential negative impacts on New Jersey without any compensating benefits. He criticizes the program as ill-conceived and unfairly burdensome for New Jersey residents, portraying it as an attempt by the Metropolitan Transportation Authority (MTA) to boost its own budget at New Jersey’s expense.
