Oakland’s Homeless Population Soars, Earning a Disturbing Reputation, Activist Warns

Over the past six years, the number of homeless individuals in Oakland, California, has seen a troubling surge, almost doubling as a result of relaxed drug enforcement priorities and rampant theft, according to a local activist. The city has now become synonymous with drug-related activities and has earned the nickname “Land of Milk and Fentanyl,” attracting individuals from outside the region who seek easy access to drugs and an environment that supports their illicit pursuits. Seneca Scott, the founder of Neighbors Together Oakland, expressed deep concern about the rise of so-called “drug tourists,” who contribute to the worsening living conditions in the area.

One particular area, known as “Fentanyl Island” between 7th St. and Brush St. in West Oakland, has gained notoriety for its open-air drug market and the presence of numerous abandoned vehicles. Scott stressed that the lack of law enforcement has allowed the drug trade to thrive without consequence, exacerbating the problem further. City data reveals that the homeless population in Oakland has more than doubled from 2015 to 2022, surpassing 5,000 individuals. Similarly, Alameda County, which encompasses Oakland, has also experienced a significant increase, with homelessness reaching 9,700 individuals last year.

The homelessness crisis has had a devastating impact on property values, leading to a sharp decline in real estate prices, in addition to other government policies like eviction moratoriums. Furthermore, the proliferation of RVs lining the streets and the occurrence of fires in homeless encampments have compounded the issue. Scott attributes a considerable portion of the crisis to the existence of open-air drug markets and lenient regulations on RV parking, which have created unbearable living conditions for residents.

A survey conducted among local residents indicated that homelessness is regarded as the most urgent issue in Oakland, with 36% of respondents considering it a top priority for the 2023-2024 budget. Moreover, 63% of those surveyed expressed dissatisfaction with the performance of the city government. The situation has prompted criticism from the office of California Governor Gavin Newsom, which described the city’s management of encampments as “completely unacceptable.”

Despite Oakland’s attractive weather and skilled workforce, the escalating homelessness crisis has raised concerns about the city’s ability to sustain a flourishing business community. Activist Scott emphasized that without significant policy changes, potential investors are unlikely to be drawn to the area as long as the current neo-progressive policies remain in effect.
